Welcome to the Conflict Program

The Conflict Program’s appointed attorneys have provided indigent defense representation to people charged with a crime in Contra Costa since 1984. The program is administered by Independent Counsel Inc., a California non profit corporation, and currently consists of 85 attorneys, who apply to join the panel and handle approximately 2000 cases a year. The Conflict Program attorneys are appointed to represent indigent individuals in criminal, juvenile delinquency, family contempt, witness representation, conservatorship, guardianship, and juvenile immigration cases. Cases are referred to the Conflict Program by the Contra Costa Public Defender’s Office, the Alternate Defender Office, or directly by the court.

The Conflict Program Attorneys

The Conflict Program supports panel attorneys by providing access to the Attorney Support Division services. The goal of the Attorney Support Division is to enable and assist our Conflict Panel attorneys in providing qualified and experienced representation of indigent clients in Contra Costa County.

The Attorney Support Division provides access to social workers, research attorneys, paralegals and mentors on any case, at any stage of the legal proceedings. Access to highly skilled individuals in these distinct areas of support allows our attorneys to assemble a team of experienced professionals on even the most complex and serious cases. The availability of the support team via Zoom or in person provides the attorneys with real-time insight and feedback on how best to represent the client.

The Conflict Program is a certified Multiple Activity MCLE provider through the California Bar Association.

As part of our ongoing commitment to education, we conduct continuing MCLE’s and trainings that cover topics such as new laws and legal developments, sentencing, restitution, search and seizure, Racial Justice Act, contempt, evidence, and trial skills.
